Liverpool found themselves behind despite a strong start to the game, with Harry Kane getting in between Ibrahima Konate and Andy Robertson before slotting a low finish past Alisson to give the hosts a 1-0 lead inside the first 15 minutes.
The Reds dominated the ball but they continued to look vulnerable at the back, with Kane and Heung-min Son causing Konate and Joel Matip plenty of problems in defence, with the Liverpool duo having to rely on Alisson more than once to keep the score at 1-0.
Jurgen Klopp's side continued to look for an equaliser and they hit back through Diogo Jota, who connected with Andy Robertson's cross to excellently direct his header into the back of the net to make it 1-1 at the break.
It was an equally captivating second half between the two sides and Liverpool made the hosts pay for their missed opportunities as Alexander-Arnold's drilled cross was headed into the back of the net by Robertson to give the Reds a 2-1 lead.
But Liverpool's lead was cut short soon after as a long ball evaded the onrushing Alisson and allowed Son the opportunity to roll the ball into the back of the net with ease to make it 2-2.
The Reds were then reduced to ten men for the first time in 113 games as Robertson was sent off for a challenge on Emerson Royal, with Kostas Tsimikas coming on to replace Sadio Mane and slot into the back four, with the Reds still looking for all three points rather than sitting back.
Liverpool did well to thwart any developing Spurs attacks in the latter stages as they held on for a point, with the Reds now sitting three points below league leaders Manchester City after 18 games played.
